In 1985, he graduated from UNAM with a law degree. After graduating, he worked for several years in the office of Mexico’s Attorney General.
He joined the National Institute of Penal Sciences (INACIPE) in 1989 and afterward worked in the state of Hidalgo in several educational capacities.
From 1996 to 1998, he was Hidalgo’s secretary of public education and attorney general. He went on to work as a police commissioner and a customs administrator, among other positions in public safety and security. He also appeared on radio shows as a political analyst regularly.
Fayad was elected as a federal deputy in the LVIII Legislature in 2000, where he served as secretary of the Special Commission on Public Safety and on the Communications, Government, and Public Safety Committees. In April 2003, he stepped down as a secretary from office.
Fayad returned to the Hidalgo state administration after his brief stint in Congress, serving as Secretary of Agriculture (2003–05) and Secretary of Social Development (2005–06).
He ran for and won the Pachuca municipal presidency in 2006. He chaired Mexico’s mayor association during his mayoral term.
Fayad returned to Congress in 2009 as the Commission on Strengthening Federalism’s parliamentary secretary.
He ran and won a Senate candidacy three years later, and served in the LXII and LXIII Legislatures. He was a member of many commissions, including the Public Safety Commission, over which he presided.
Fayad was elected leader of Hidalgo’s Institutional Revolutionary Party in 2010. When Fayad attempted to draft a new law against cybercrime that also criminalized freedom of expression in October 2015, he received a lot of flak. It has been dubbed “the worst Internet-related bill in history” by one group.

Fayad resigned from the Senate on February 2, 2016, to run for Governor of Hidalgo as a PRI candidate.
Later that year, he won the gubernatorial election and was inaugurated as governor on September 5, 2016.
